Solution & Program Development
Solution and program development are often the weakest
link in the proposal process. It is easy to create a winning
story around a superior solution; and almost impossible to
create a winning story for an ill-defined solution.
Translating a customer's requirements into
a well-defined technical solution and management program requires a
disciplined process (See our presentation:
Winning Proposals). A
2001 survey of federal source selection officials indicates
only one in five companies do it well.
Federal Proposals has extensive federal
program development and program management experience and a
full range of tools to assure sound planning. We use
Microsoft Project to develop detailed program plans,
along with process engineering, WBS charting and PERT
analysis tools to describe the plan in a way easily
understood by federal customers. These tools, in the hands
of program managers with over 30 years experience in
managing complex programs, assures a sound technical and
management approach around which we create a winning story.
